Diversion approximately 112 p38J airplanes from 8th to 15th Air Force essential to maintain proper fighter strength in Mediterranean Theater considered. Suggest this number be diverted as follows:
From Jan allocation, 39 airplanes, remainder from Feb allocation. Due to present depot congestion, not considered practical to assemble and fly or ship from here. Based decision on fact that African P38 Groups are far under strength and many present airplanes are lacking efficiency due to age and battle damage. Believe above augmentation will bring these units back to strength. Combat retired airplanes not needed that theater will be returned to Zone of Interior for training purposes. Above diversion considered by me as additional to 90 on project 417 and 418 of schedule of Jan.
