By order of this Hqrs Air Force 15th was activated 1st November pursuant to authority contained your cable 698 of 23rd Oct and reference your 1419. Spaatz has been designated as CG USAAF in this Theater. He has named Doolittle CG of 15th Air Force pending clarification of administrative procedures Spaatz will continue to command the 12th Air Force. Spaatz intends to name General Cannon as Commander of 12th Air Force upon completion of same.
Will inform you of further developments. This message is being sent at specific request of General Spaatz made in cable JMO 0149 of 2nd November
