Subject; Utilization Russian ground sources for implementing Strategic Target Information.

To;        Col. Sam Gormley

  1. In order to utilize the Russian Bases to their maximum efficiency, suitable targets in line with existing priorities must be developed in East Prussia, Poland.
  2. In addition to requests from USSTAF AND 15th AF, the Photo Reconnaissance Unit based at Poltava must be further aided in its search by information secured from whatever Russian ground intelligence sources are available.
  3. In the order of priority the target systems are;
    1. Oil refining capacity and oil storage.
    2. Air craft assembly and components manufacture
    3. Major supply depots
    4. Communications

The Strategic interest at the present is centered on a and b.

  1. I suggest the problem be presented to the Soviet authorities in the light of our own experience and usage.  They can then draw their own conclusions as to the necessity and propriety of the request.  This approach will probably prevent the impression that we are seeking information on the intricacies and organization of their Intelligence Agencies per se.
  2. For your information, amongst the many sources now supplying the 15th A F with ground information are;
    1. Office of Strategic Services ( all branches, Cairo, Istanbul, Algiers, Caserta)
    2. CSDIC ( Combined Services Detailed Interrogation Center)
    3. All of the British special service agencies (Force 133, 266, 399 and Special Force No 1 amongst others)
    4. Additional minor Intelligence gathering agencies.
  3. To direct these agencies in their interrogation and their instruction to Field Forces, the 15th A F periodically issues a specific list of questions covering the trend and type of information desired in each area of operations.  Such list of questions will be forwarded from 15th A F.

I would also suggest that the Russian screening agency similar to our CSDIC direct its efforts towards civilian refugees in its search for target information , especially technicians, mechanics, management executives etc, who might have been employed in or have knowledge of target categories a and b.
