Security Instructions: Operation Frantic Three

MEMORANDUM:

SECURITY INSTRUCTIONS: OPERATION FRANTIC 3

1. This supersedes unnumbered memorandum same title issued 28 May, 1944.
2. All documents and communications relating to the operation will be classified TOP SECRET.
3. The name of operation Frantic will be given to classified personnel when they are briefed.  The number of persons classified and briefed on the operation prior to issue of the field order will be kept to the absolute minimum consistent with efficient planning.  The current list of classified personnel is attached hereto (Tab 1).  Chiefs of sections will submit recommendations to the Top Secret Controller as required to keep the list current.
4. Classification and briefing of personnel subsequent to receipt of the field order will be in accordance with the security section of the intelligence annex.
5. The operation will not be discussed except by classified personnel and then only in line of duty and in a secure place.  Any person desiring to discuss the operation with personnel of a staff section other than his own will consult with only those persons indicated by an asterisk on Tab 1.  Personnel not indicated by asterisk will not discuss this operation with personnel outside their own staff section.
6. Classified personnel will instruct unclassified personnel who work on details of the operation (map clerks, draftsmen, etc.) that they will under no circumstances speculate on or attempt to piece together details to which they have access in performance of their duties and further; that they will discuss with no one, including co-workers engaged on the same task, anything that has come to their attention.
7. All existing regulations and instructions relative to safeguarding Top Secret information and material will be strictly complied with, and prompt disciplinary action will be taken on all violations.
8. Lt. Colonel Berry, A-3, will be the monitoring officer and will maintain the file of all material relating to this operation.  No copies will be made of any documents without the prior approval of Lt. Colonel Berry.  In his absence from the Headquarters Building, the key to safe holding such material may be procured by authorized personnel from A-3 duty officer.
9. Typing will be done only by the clerical personnel listed on Tab. 1.
10. All communications will be initialled by the Chief of Staff and Lt. Colonel Berry before being dispatched.  No copies will be made.  The name of the operation and identification of bases or areas involved will not appear in the same message.
11. During normal office hours, incoming messages concerning the operation will be delivered directly by hand to Lt. Colonel Berry or, in his absence, to Captain Burns.  During hours when offices are closed, messages will be delivered by hand directly to General Twining, General Atkinson, General Born, Colonel Young, Major Yount, or Captain Magee at the Villa.
